Can an attorney accept a contingent fee from the client based on a percentage of the reduction the attorney accomplishes related to the IRS tax bill outstanding?

I am not aware of any prohibition on contingency based attorney fees for tax matters. Most state ethics rules prohibit contingency attorney fees in family and criminal matters. Although it is permitted, it is not likely that a qualified tax attorney would take such a case on a contingency. But I'm sure if you search long enough, you could eventually find some attorney to take your case on contingency. Some law firms charge an hourly fee or a flat fee for tax reduction cases.
