Legal Question in Tax Law in California

I filed for my federal tax return in february. Today, 07/08/10 I have still yet to receive my return. Is there a time limit or anything I can do to expedite the process? As citizens we are required to file by a certain date, is the IRS responsible to fulfill our return by a certain date?

Did the IRS notify you that there may be a problem with your return? If you are not sure, you can check the status of your refund by visiting www.irs.gov and clicking the link entitled "Where is My Refund?" That will give you a status of your expected return. Be aware that if you have any outstanding federal loan debt (i.e., fed student loan debt, past due tax balance from previous years, child support, etc.) your refund will be retained by the IRS and applied to that debt but they should have sent you a notice that they applied your refund to something else. So check the site and that should tell you what the problem is.
