Do I owe state tax from 1982?

California just sent me a tax amnestu form stating I owe them $23,365.00 in state tax! I only worked about 4 months in CA that year and do not believe I owe them a dime! What do I do, and isn't this too old to collect on? Thanks for the reply

Did you file a tax return that year? If not they may have filed one for you.
