Legal Question

So, my brother who has two felonies and a DUI on his record, with no license, got himself into trouble again, and got into a hit and run with a parked car. Is jail time a certainty?

Nothing is for certain. Get him a good lawyer and his chances of staying out of jail improve significantly.
