Can I collect an inheritance on my biological fathers estate who died about ten years ago. His wife is collecting as far as I know. When he was alive he never did anything for me when I was a kid or ever.

At this point, it's probably too late to do anything unless your father had a probate estate (assets titled solely in his own name without beneficiaries or joint tenants) that wasn't actually probated in the courts. Even if there's a child support debt, it should be over due to the one-year statute of limitations on suing over debts owed by a decedent.
