Are a Living Will and Power of Attorney from the State of Arizona valid in California?

Somebody should be able to answer your question. But I am only allowed to answer specific California Law questions. You might post this question in the Arizona attorney section and see what they say. I have no clue what Mr. Wheeler is talking about. This is clearly a CA law question.

The answer is "maybe." First off, it would have to be valid in AZ (maybe that's why Wheeler says ask an AZ lawyer). Assuming it is valid in AZ, then it would have to NOT be IN-valid under some provision of CA law.

If that sounds complicated, it is. That's why it is strongly recommended that you have your estate planning documents reviewed and updated when you move to another state.
