Legal Question in Wills and Trusts in California

My siblings is exector of my parents estate. They passed in 2014, taxes were paid and house sold in 2015. One check was written to me for back rent in January since then nothing has been paid out except legal fees. His attorney lied and said the rest of the funds would be distributed as soon as they got a refund check. Come to find out the refund check was deposited in December 2015. My sibling wrote 3 checks to pay attorney fees and paid himself additional money, as he was pissed he had to pay me back rent the check he paid to me was in Jan 2016. Is there a time period to cut this off and give me the remaining share of the estate or how long can he sit on the money? Can I force him to a ending date?
