If my stepmom was granted a life estate by dad, but decides not to pay the property tax because she goes to a nursing home or does not have the assets, does the remainder man have any legal recourse or is he stuck paying them?

The remainderman may have the right to terminate the life estate depending on how the life estate was granted. Ordinarily the life tenant is responsible for taxes, insurance and routine maintenance, but not always. It depends on the language in the document that created the interest. I would recommend having a consultation with an attorney to determine what your legal rights are and if termination is warranted, the procedures necessary to do so.
