What would the title of a motion being presented to the California Probate court advising it that an Estate owes a private individual $22k for materials and labor provided to save one of the Estate's assets (a house) from being demolished by the City and requiring that the Estate pay the debt when it finally settles?

It is not a motion. The private individual needs to make a claim and if it is unliquidated then the estate would have to be sued in a lawsuit.
