Legal Question in Wills and Trusts in California

I am trustee of my mother's trust. She lives in CA and I reside in OR. My question is this. Who has the legal right to receive the death certificates from the mortuary after she passes. I am afraid that my sister and her husband who live with my mom will, get the death certificates and hold up any proceedings. My mom is still alive.

Any child of the deceased may obtain certified copies of death certificates from the county recorder's office. The ones which the funeral home obtains will most likely be given to whomever makes the funeral arrangements.
