Legal Question in Wills and Trusts in California

My wife was a trustee for her mom's trust, both wife and mom have passed. The alternate trustee is not willing to work on transferring a property (wife is the beneficiary) from her mom's trust into my wife's trust. How do I change the alternate trustee

if the trust does not allow the second trustee to appoint a new trustee, you can petition the court to do so.
