Not clear on the question. did the county refuse to provide what is in writing? if so, you can get a hearing using a Declaration of Readiness to Proceed form, found at www.dir.ca.gov ... and make certain you have all the cover sheets and proof of service by mail to file it.

If what you seek is not in writing in the signed agreement, the county did not agree to provide it. If you wish to set-aside the agreement for mistake, you only have 20 days from the judge's approval to show the mistake in writing, so hurry.
