Legal Question in Workers Comp in California

Can a person in California collect workers comp and unemployment benefits at the same time? I was laid off shortly after my workers comp case started.

No, as you only get WC when you can not work because of your on the job injury, and you only get unemployment while you are able to work but have no job. You could argue that you might be able to do some work but not your job activities, so that you fall into both categories, but I doubt that would be accepted. Contact unemployment and see what they say.
