Were you served with a lawsuit and failed to appear? The only way to attach and remove funds from an account is after getting a judgment. They then proceed to collect by using various means, including going after your account under a writ of garnishment. See this on general procedure http://www.courts.state.co.us/Forms/renderForm.cfm?Form=29

Ultimately, to determine what options you may have will require that you speak with an attorney so they can review the file and the procedures. If you can't afford an attorney, contact legal services.
