Dismissal of charges based on Venue

Back in 990 I was arrested in Denver County for possession of narcotics, with intent to distribute. The charge was filed in Jefferson County because the lead detective wanted me to have a stiffer sentence according to him. This detective has since quit because of his questionable tactics with many cases he handled. I was deported before I could appear on these charges. In 2004 I turned myself in to the INS in San Diego to go back & resolve this matter I waived extradition to go back & resolve this in Denver. I sat in jail for a week there & then returned back to Mexico. I have written to the courts and DA asking them to dismiss for 2 reasons, Improper Venue and because I made myself available and they refused to extradite me. My family also spoke with Cindy Baldwin who was with the Extradition unit who said they would not spend money to extradite me. I spoke with police records in Denver who confirmed that the crime & arrest occurred in Denver County nothing to do with Jefferson County. My questions is this: I cannot get Jefferson County to resolve this matter & I believe that my constitutional rights are being violated & would like to appeal to a higher authority Is there anything I can do to resolve this, thank you so much!!
