Legal Question in Wills and Trusts in Colorado

I am the trustee of a small estate (less than $20,000). The beneficiaries are my brother, sister, and myself. I currently live out of the country so I would like to add my brother as a co-trustee, or possibly resign and make him the sole trustee. How can we go about this? Do we need to see a lawyer or go to court? Is it possible to just sign a notarized letter stating my wishes? What would it need to say and who would need to sign it?
