At what point does a client question the competency of his council?

At what point does a client consider malpractice or misconduct procedures against his attorney?

At what point does a client question the competency of his council? --- When he/she starts to drool and pick their nose in court.

At what point does a client consider malpractice or misconduct procedures against his attorney? --- Malpractice... when you know he/she screwed up and you KNOW you would have prevailed but for the screw up AND you KNOW you could have collected. Misconduct? When you know they committed a MATERIAL violation of the rules of attorney ethics.

If you have attempted (unsuccessfully) to work out the problem with the attorney you might contact the State Bar regarding an ethic's complaint. With respect to bringing a legal malpractice claim, I suggest that you consult with an attorney that practices in that area, to more fully consider whether your attorney's conduct rises to the level of malpractice.
