Legal Question in Family Law in Connecticut

My dad received a letter from the CT CCSPC stating he owes $35,000 in outstanding child support from when my brother and I were kids. We're now 27 and 30 years old. My dad always paid the court ordered support amount plus went above and beyond, paying rent, utility bills, etc for us. He was very seriously injured about 10 years ago and is permanently mentally and physically disabled. He doesn't have receipts or anything from all those years ago anymore. To his recollection the court case was ordered sealed so I'm not sure if we'll be able to access any of those documents. The letter says the state can levy his bank account, suspend his driver's license, etc. What can we do?
