what is a general grant of power with time limitation? and how do i grant it?

It's just like any other power of attorney - you grant whatever powers you want (power to manage an apartment house, to pay your bills from your bank account, get into your safe deposit box, settle insurance claims, whatever it is you want this person to be able to do). The difference with a time limited power is that you are giving this person the power for a limited period of time, a week, say, or six months; whatever period of time you want. You get this done by hiring a lawyer to prepare the document for you.
