Legal Question in Landlord & Tenant Law in Connecticut

Please help

I live in substidised housing and i am having some trouble. I have a neighbor who is an alchoholic and likes to cause trouble for me and my family. On one occasion i had to have her arrested for harrasing my family Due to the arrest, i now have her friends, which are my other neighbors threatning me and my family. I have had the lives of my family and mine threatned. My neighbor was given a 26 day warning to stop or there would be action taken against her. she was good for the 26 days and now my life is a living hell again. I have had my car vandilised, garbage places in my back yard, urine on my back porch and this has gone on long enough. I have finally realised that they will not evict her so i am trying to find out my rights for having the community move me and my family into a differnt apartment away from this neighbor. I have police reports for everything this women has done to me and that does not seem good enough for the landlords. I know that it would be simple for me to just move but i cannott afford a differnt place. I am 2 months pregnant and terrified for my life i cant even let my old daughter go outside without her being harrassed

Unfortunately this question is a bit oustide of my area of expertise. Clearly the housing authority is breaching their end of the agreement to allow you quiet enjoyment of your apartment because of your neighbor's behavior but other than you moving, I am not sure what recourse you would have. If this is subsidized housing, you should be eligible for legal aid and I would suggest you talk to them about your particular situation. Good luck.
