Are you required by law to have a driver's license in the state of Connecticut if you are only using your vehicle for personal travel and not commercial use?

Yes you are. Don't believe that "sovereign citizen" nonsense that you hear on the internet. These sovereign citizen advocates are not lawyers and have no legal training, and twist and bastardize the law to suit their anarchical views. While it is true that a government cannot infringe on your right to TRAVEL, that DOES NOT MEAN that they cannot regulate the modality of travel when you use a motor vehicle on a public roadway.
