I am Syrian Citizen, if i have USA visit visa and go to USA,can i there apply for TPS as my country has civil war nowadays?

Assuming you are an initial applicant for temporary protected status, you have to be physically present in the United States on October 1, 2013, the most recent designation date of Syria as a qualifying TPS country. There is an exception to the physical presence requirement for someone who can show that any absence from the United States is "brief, casual and innocent."
