h-1b visa income taxes

A person working in the US on an H-1B visa, who was initially told that she did not have to pay income taxes, is now told that she has to pay the taxes currently owed as well as past taxes due. Is this correct? Who (which agency or organization) should this person contact to find out or confirm the answer?

Taxes and H-1B alien

An H-1B alien has to pay income taxes on U.S. source income, and possibly worldwide income.All persons have to pay U.S. tax on U.S. sourceincome. While an H-1B is a nonimmigrant visa, the IRS definition of resident alien differsfrom that of the INS. Who to ask? A tax lawyer, an accountant familiar with taxationof non-residents, or the IRS.
