Attorney/client relationship

When, exactly, does the attorney/client relationship begin, particularly in the absence of a written retainer? In addition, if attorney 1 contacts attorney 2 to step in and represent the client because attorney 1 is leaving her employment, when does attorney/client relationship with attorney 2 and client begin (questions deal with attorneys fees recovery case).

In general attorney client relations are contractual relations and as such governed by the law of contract. In addition in DC and attorney must have a written agreement.
