what does it means when bank who is suing me sends me a latter which say:

NOTICE OF VOLUNTARY DISMISSAL

It's not possible to completely answer the question without seeing the document, but generally it means the Plaintiff is dismissing their case against at least one of the defendants. You should read it thoroughly and determine who is being dismissed from the case. If the bank is dismissing the whole case or if they are only dismissing one or more defendants it should state that in the Notice.

You didn't say whether this is a foreclosure case, but in foreclosure actions it is common for the bank to dismiss the "extra" parties listed on the original complaint (e.g. "Unknown Tenant Doe" or the like), but that doesn't automatically dismiss the case against you.
