Legal Question in Consumer Law in Florida

I bought a car (vw Jetta) in ebay I paid with paypal using my AMEX, http://www.ebay.com/itm/182295396473, listing shows the car is in perfect condition, the seller took three weeks to delivery the car (from Texas to Florida), when I take the car to a general overhaul to the vw dealer because the air was not cooling, they find that the car was involved in an accident and was incorrectly repaired, the air not running, the airbags were blown and removed and the computer Was altered to not show this, I contact the seller and he said is not aware for that damages, and now he is saying the car is fine the problems was in the transport... a big lie because the reparations of that kind of damages take weeks to fix, the seller also has a body shop and now he is blaming the transporting company,

What legal action should I take, and what type of lawyer can I consult

How much would these services cost? Thanks in advance

First, contact eBay about this.

Second, go to the National Academy of Consumer Advocates' (NACA.org) website to fine a consumer lawyer in Texas, city where the seller is, to represent you. If seller is not a dealer, you may have problems.
