I guess they can but they should honor their reservation. If they are part of a national chain, you should call the main customer service number and complain. If they are a franchise operation, call their number and let them know what has happened. You will probably get some results if you do or some other form of reimbursement.

No -- they cannot change the contract unless the reservation listing you signed allows them to do so. Talk with the manager.
