Debt Repayment

Less than a month ago I had to use funds from my credit union account for an emergency situation I was not prepared for financially. The problem was that these funds had been charged but not cleared from my account. The credit union has since contacted me believing I had openly defrauded them which was not the case. I have set up payments to return the funds. Since then they have contacted me again threatening to take legal action and put out a warrant for my arrest if I do not return the funds within the month. Are they allowed to threaten me with such action even if I have set up with them to return all funds asap?

A criminal act requires intent. Since I see no intent to defraud I am sure you will work it out.
