Legal Question in Credit and Debt Law in Florida

I received a medical bill from Miami Dade county for services that were provided to me in the year 2000 in an emergency room. I have moved several times within the state of Florida since then and have always changed my address with the USPS but when I contacted them to see why I'm receiving the bill this late they claimed they sent me the bill to the address I had in 2000 in the year 2010 and the correspondence got returned to them. I did not have any medical insurance back then and since then I have filed for bankruptcy in the year 2014 which was approved under chapter 7; if I would have known then, I would have included that bill in my bankruptcy but I just received it a couple of months ago. Any suggestions?

Send them a cease and desist letter (see my website for the form). The time for them to collect is gone. Their rights to collect have ended.
