I let someone use my car he was suppose to bring it back in three hrs he didn t has had car for 10 days and committed a hit and run with it I went to police the second day it was gone they said it a civil case not car thief under 812.012 it is car thief were the police wrong in not taking car thief report

Whether the "theft' is criminal or civil depends on the specific facts, of which we do not know. Be careful because obviously the police will suspect you as the perpetrator of the hit and run. Do not speak to the police about that criminal case without an attorney.
