Legal Question in Criminal Law in Florida

a kid under 13 hit my new truck with 2 glass beer bottles, but only one glass bottle shattered my passenger rear window, the police officer asked me to hold off pressing charges and try to make a agreement with the grandmother, That was the only number they could find for the kid. I spoke to her and she said she would pay for the window, I told the price of the repair estimate from the auto glass repair shop I went to and she now doesn't want to pay, she claims to talk to her daughter about it, (the kids mom) and that conversation lasted 5mins, and didn't go well at all, bunch of name calling you name it. I want to file a civil suit but I'm confused on who should I be sending the necessary court papers to, because originally I made the agreement with the grandmother? which should I file the suit against the mom who the police didn't contact or the grandmother who I made the agreement with? or both?
