My mother passed away and I am her next of kin, may I use her personal bank account?

Only if you were listed on the account prior to her death, and remained on the account at the time of her death. Otherwise you will have to get a judge to appoint an Administrator of your mom's estate and that person (maybe you) will then be able to access the funds in the account.

It is likely that a Probate will be required, and you will have to hire an attorney to do that.
