if a person doesn't report there credit card lost or stolen for 6 months and someone uss it can that person be prosecuted for using that card

If a person uses another person's credit card without their permission is credit card fraud and yes they can be prosecuted any time within the statute of limitations (usually 5 years for theft/fraud offenses).
