Appeals on Non Custodial Parent

Please advise if the Non Custodial parent has right to file an Appeal to a higher court when they are over $6000 in arrears in Child support and is using the Appeal system in hopes to get Custody of minor children and alleivate paying child support. What is the law on this?

Hello. The non-custodial parent will not be able

to get out of paying child support.From your posting I cannot determine what issue the non-

custodial parent may be appealing, but the best

course of action is to bring him back into court.
