Legal Question in Family Law in Florida

my brother has visitation rights for his daughter that were awarded by a court in new york ( the mother has custody rights ) , he lives in florida . the mother has moved out of state and he doesn't know her whereabouts . he has not seen his daughter in 7 years . what course of action can he take to get her to comply with the visition rights .
