Child Support/Back Pay

My divorce was finalized in Feb. 2000.My ex was in the military and the divorce decree stated that he was to pay $300 a month and take care of all her medical.He is no longer in the military since 2001. The child support has been inconsistent so I called Child Support Services to have it garnished from his wages.I have been remarried since 2002 and have asked the ex to give up his rights to my daughter, which he hasn't seen since 2000.If he gave up his rights, can he still owe the back pay? The amount has gone up well over $15,000.My husband now has put our daughter under his insurance since we have been married. Our divorce was done in FL. since that is where he filed.I was living in TX at the time.I am currently in CO due to a job relocation. Where do I start? Thank you for any help you can give me!
