if i have court papers served to my daughter who is residing with her father and she is not there to except them can her father except them in her behalf

Yes. First, she has to be living there, not merely visiting. Florida law allows substituted service on a person when the summons is delivered to another person who lives in the same residence, who is over 15 years old. So, here, her father is obviously over 15 and if they are residing in the same house, then the service should be good service. HOWEVER, there are some documents, like Orders to Show Cause, which cannot be served on any but the person to whom service is directed.
