Legal Question in Family Law in Florida

I was divorced from my husband in 2000, in the state of Georgia. Our divorce agreement included joint custody of our (at the time) 9 month old daughter along with visitation and support payments. My ex left the state and moved to Chicago. Needless to say, he has not fulfilled his end of the agreement and we have not seen him or heard from him since May 2000. I am now living in Florida and my daughter is 10 years old. I know that my ex husband is still living in Chicago and is working. I am beyond furious regarding this situation. How can I go forward and collect back payments along with securing regular support payments? Up until this time, I have had the loving support of my parents and I know that will not continue for much longer due to their health and age.
