Legal Question in Family Law in Florida

My father who passed away a few years ago, setup an utma account for my niece who is now 12 without appointing a successor custodian. My sister who is the minors mother also passed away. I would like to be appointed the successor custodian for this account. how can I do this without going through probate? The account has less than $9,000 in it. this would be in Broward County Florida.
