Legal Question in Family Law in Florida

A friend of my is Jamaican and has been in a child custody battle with the son's mother. He is met every court date in Jamaica and currently resides in Florida, but flies back and forth to spend time with his son and meet court (Active father in the child's life). Apparently, the son's mother is also from Jamaica, but lives in New York and essentially dropped off the son to live with the great-grandmother. The mother is missing in action until court dates and sometimes does not show up according to the son's father or fully active in the son's life, but refuses to be cooperative with the custody of the son.

What advice can you give as it pertains to this situation as Jamaican court have different laws than the U.S.?

first off - who has majority time sharing? Is there any orders in place. What authority does the great grandmother have in Jamaica to even have the child. Need a lot more info
