Legal Question in Family Law in Florida

I was living in miami with my daughter who is 15 but eventually I moved to the dominican republic and my request for my 15 year old daughter to live with me was denied the magistrate spoke to her and she didnt want to choose who to live with at that time so the magistrate recommended she stayed in the states with her father or with me if Iam in the states so we both have shared responsiblity with me being the primary parent, but now things have taken a turn during this summer she is currently with me on summer vacation in the Dominican but her father moved to Georgia, my daughter does not want to go back to miami or to Georgia she wants to stay with me she is turning 16 in January I requested for the judge to speak to my daughter or to reopen the case but it has been 3 months and no answer now I don't want to send my daughter back to miami she has no supervision of neither of us parents just her dad's family what can I possibly do? her dad does not want her to stay with me in the dominican republic for the school year and neither my daughter or I want her to relocate to georgia. she is due to fly tomorow I have been trying to contact the court case manager for this case and no answer.
