What is the law concerning marriages between first cousins?

I am of the opinion that it is not permitted. Must check statute for absolute answer. Even if permissible, you would risk increased chances of genetic problems with birth children.

Florida Statute 741.21 prohibits incestuous marriage, defined as marriage with person related by linear consanguinity (parents, children) or sister, brother, aunt, uncle, but does not prohibit marriage between cousins. Of course, genetic counseling may be a good idea.
