if in a mediation agreement my sons mother ageed to move back to florida after being found in tennessee where she fled to and she doesnt actually move but flees again is this a felony kidnapping and what happens to my son once found

It's doubtful that a Florida prosecutor would file charges for kidnapping or even interference with custody (a charge similar to kidnapping), but you probably could have the Florida judge issue a contempt warrant against her and issue an order telling all police (including out-of-state police) to immediately give you your son when you track him down. You should get a lawyer to assist you.
