Legal Question in Family Law in Florida

I moved to florida about 6months ago to get my son away from our town in pa, it's totaly over run with herion. My son is 22 years old and has been trying to fight this disease for 3years, we knew he did not stand a chance of getting clean if we stayed in pa. along with the drug problem also came legal problems, he is on probation/parole in Pa. His probation officer let him come to florida for treatment for 30days, he was then supose to go to exstanded care for more treatment at a 6month to a year treatment center. His probation officer would not allow him to, made him go back to Pa. Then she said she would let him come back down but then again changed her mind. I want to know if i go to court and get power of attorney of him can i bring him back to florida and get him into the treatment center without probation holding it against him, because its me making the decisions and not him?
