Legal Question in Family Law in Florida

I recently went to court over custody of my 2 year old son. I had asked for which was supervised visitation with my son's father and was going to keep shared custody. His father has fled the state just days before our hearing. In the magistrate's findings he outlines what i had asked for, awards me sole custody, and also included that the father has Abandoned the child. What does this mean? His father has not been an active role (6 hours every few weeks, never contributed financially, and was far from a stable environment). His father also has several additions towards various drugs and alcohol.

You are the sole decision maker as to the child. I don't understand the remainder of the question.
