Legal Question in Family Law in Florida

My ex and I share joint custody of our children. It is not court mandated. It is becoming a problem because he picks up the kids sporadically and spur of the moment. We have no set schedule. I have asked him several times if we could agree to a joint set schedule for the children and he refuses. He lives with several family members and there is usually not enough room for our kids. He states verbatim he doesn't want a schedule telling him when he can see his kids. What can I do to get a set joint schedule ? He has also threatened trying to get full custody from me which I think is Ludacris, but this could also help protect me from that too I can imagine. Thank you
