In the state of Florida, can a father have a court ordered paternity test if the mother is not asking for child support or refusing him his visitation rights?

You would have to make a motion for a paternity test. Unless the mother admits that the child is not yours, and even if she does, the motion may not be granted because it is one of the strongest presumptions in Florida law that when a wife gives birth to a child, it is the husband's child. This is a complicated issue which requires the attention of an attorney.

If your name is on the birth certificate you could file for visitation rights.
