Legal Question in Family Law in Florida

My x husband is to pay 50% of all medical exenses not covered by health insurnace. After sending him seveal emails scan documents and certified mailed of the bills that had been paid, I went to the department of child of revenue and they resent all the information to my x as well. After the 30 day waiting period they are now asking the court to make him accountable for the past due medical expenses. although they are telling me all the court will do is add it to his arrearage of 1300.00 that he already owes. I would like to know what is the florida statue that states this is all they are allowed to do. and if they just keep attaching to an arreargae , why would anyone ever pay... where is there any incentive for him to ever pay what is owed.? Any help or suggestions would be appreciated

You can bring a motion to the court to hold him in contempt of a court order.
