Accrued paid time off used as FML

my company has a policy where you accrue paid time off to be used for vacation, illness, and other reasons (car brake-down) which are approved at the time of the incident (illness, car brake-down) or before (vacation). They are now saying that time off for ANY of these reasons uses up the 3 month FML we are entitled to in a 12-month period. This can't be right, can it? I work in Florida.

Nope -- not right. FML is unpaid time off for specific purposes.
