Legal Question in Medical Leave in Florida

My husband turned in FMLA paperwork to HR and asked that his manager only get the approval because the manager tells alot of information to other team members. After turning the paperwork in to HR his manager wanted to talk to him about unscheduled time off he was taking. He told his manager he turned in FMLA paperwork already. His manager went to HR after asking him three times what is the FMLA for, the HR manager gave his manager a copy of his FMLA for from his doctor. The manager and HR manager had a conversation wanting to know if his intentions were good for getting FMLA now since he has been calling in so much. Myhusband out of anger went to the job Director and told her the story, she then told him that it's policy to let the manager know what the FMLA is for and no-one broke any policys or rules in what they did. I wan to know does FMLA laws and regulations apply the same everywhere in the state of Florida and what rights do employees have when turning in confidential information to their employee. He was told that because the job is funded by the public that anyone off the street can come in and ask for all his information including FMLA paperwork. They told him they are looking out for his best interest and they spoke to a lawyer and what they told him and did was right and now he need to sign some form. Is this possible?
